Government Expands Digital Public Service Delivery Through UMANG and DigiLocker

The Government of India is expanding digital access to public services through platforms such as UMANG and DigiLocker, enabling citizens to access thousands of government services and digital documents without visiting government offices.

Union Minister for Electronics and Information Technology Ashwini Vaishnaw shared the latest figures in the Rajya Sabha on August 7, 2026, highlighting the growing adoption of India’s digital public infrastructure.

As of July 31, UMANG offered around 2,575 services, while DigiLocker provided access to 5,437 document types and services across Central and State Government departments.

The Unified Mobile Application for New-age Governance (UMANG) has become a major platform for accessing government services through a single digital interface.

According to the government, the platform had:

  • 2,575 services in total
  • 880 Central Government services
  • 1,695 State Government services
  • More than 11.66 crore registered users
  • Around 798 crore transactions over the last three years

The expansion allows citizens to access multiple public services through mobile applications and web-based platforms.

DigiLocker has similarly expanded as a digital document platform, allowing citizens to securely access and share government-issued documents electronically.

As of July 31, DigiLocker offered:

  • 5,437 document types and services
  • 661 Central Government offerings
  • 4,776 State Government offerings
  • More than 72.43 crore registered users
  • Approximately 72.86 crore document-access transactions over three years

The platform reduces dependence on physical documents by providing digitally accessible records and enabling document verification.

The expansion of UMANG and DigiLocker is part of the government’s broader Digital India programme, launched in July 2015.

The programme aims to improve digital access, strengthen citizen empowerment and make government services more accessible through technology.

Both platforms are integrated with important components of India’s Digital Public Infrastructure, including Aadhaar, eSign and API Setu.

These integrations support secure authentication, digital verification and consent-based information sharing.

While mobile and web platforms are expanding online access, the government is also using Common Service Centres (CSCs) to reach citizens who may have limited access to digital infrastructure or skills.

As of June 30, 4,07,122 CSCs were functional at the Gram Panchayat level.

Of these, 70,069 were operated by women Village Level Entrepreneurs, highlighting the role of CSCs in both digital access and local entrepreneurship.

CSCs provide services covering areas such as:

  • Government services
  • Banking
  • Financial services
  • Insurance
  • Pension services
  • Utility payments

The network is particularly important in rural and remote areas where citizens may otherwise have to travel considerable distances to access government facilities.

The government is also promoting digital literacy through initiatives such as the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA).

Awareness programmes are being conducted to encourage citizens to use digital government platforms.

UMANG and DigiLocker also support multiple Indian languages, with both platforms being continuously upgraded to improve accessibility and user experience.

The government is continuing to onboard Central and State Government departments onto the platforms.

This expansion is expected to increase the number of services and documents available digitally, giving citizens access to a wider range of public services from a single digital ecosystem.

For citizens, the practical benefit is reduced dependence on physical paperwork and fewer visits to government offices.

The growing usage of these platforms reflects a broader shift in India’s public-service delivery model.

Instead of requiring citizens to interact with individual departments separately, digital platforms can bring multiple services together through common interfaces.

DigiLocker focuses primarily on digital documents and verification, while UMANG acts as a broader gateway to government services.

Together, they contribute to a more paperless and technology-driven system of public administration.
